ALPINGTON WITH YELVERTON PARISH COUNCIL
Meeting on Monday 2 July 2007 at 7.30pm at the Village Hall, Alpington
Minutes
Present : Chris Black (Chairman), Sylvia Ford (Vice Chairman), Bob Debbage, John Lain, Jerry Davies and Kevin Gotts.
Also Present: Linda Gray (Clerk), Adrian Gunson, County Councillor, Sue Thomson and 0 members of the public.
1 Apologies:
Apologies were received from Jack Taylor.
•2 Declaration of Interest
Kevin Gotts - Fortune Paddocks. The owner of Fortune Paddocks approached Mr Gotts to take some commercial photographs of Fortune Paddocks. Mr Gotts was taking this opportunity to communicate this to the Council and formally decline his services.
•3 Minutes of the meeting held on 14 May 2007 that had been circulated previously. The minutes were approved and signed by the Chairman.
•4 Matters Arising
Police - The clerk had received notification from Garry Hoadley, Police Community Support Officer that he would be attending the next meeting on 3 September 2007.
Grit Box at the School - The clerk had been in consultation with the school relating to this matter and the concerns of liability. The Council agreed that the siteing of the grit box could be an issue the Highways Department will require consultation for their permission.
The Parish Council previously had asked Highways for the Gritting Route to be extended up as far as the school as at present the Gritting Lorry turns around at the pond in Yelverton which can result in salt being spilt into the pond.
Under 14s Football Training - The Parish Council had been approached for permission to use the Garrick Field for Under 14s Football Training. Councillors were pleased with the interest in using the Garrick Field and would welcome the opportunity to discuss details further with all those involved at the next meeting.
Dog Fouling Signs - Signs have been erected in the Wheel Road, Church Meadow and Cherrywood footpaths.
•5 Parishioners Questions and Reports from the County Councillor and District Councillor
Adrian Gunson, County Councillor reported;
Hobart High School - Planning permission for the All Weather Pitch has been granted and work should start through the school holidays. Further refurbishment plans for the swimming pool are still in discussions.
Poringland Library - The new library in Poringland will open soon which could impact on the mobile library service to Alpington and Yelverton.
Police in Poringland - There will be two area Police teams consisting of one full time Police Officer and 3 Community Support Officers based at Loddon and Poringland. Sgt Pyer at Poringland will have overall control. Alpington and Yelverton will come under the Poringland team.
Sue Thomson, District Councillor reported;
The new administration is in place and working well. Free phone numbers for departments at South Norfolk will be available soon. She has been appointed to the Licensing and appeals Committee along with the Board of Whitlingham Charitable Trust.
Refuse taken to the Cosstessey site will not be incinerated now but sorted and treated.
Street cleaning in South Norfolk has been allocated to an in house team at South Norfolk.
Environmental Crime Team - The team are to target fly tipping problems.
Please ring 0808 168 2999 if you have any Fly Tipping to report. Fly tipping on private land needs to be reported but the responsibility of removal lies with the land owner.

The Clerk presented the 2006/07 Parish Council Accounts to Councillors who formally approved that the guidelines for the handling of public money had been followed. Proposed by Sylvia Ford, Jerry Davies seconded and the Council agreed unanimously.

•9 Meeting Procedure
This item will be included on the next agenda when all Councillors will be present to discuss.
•10 Affordable Housing Survey
As the closing date for the questionnaires to be returned was 30 June 2007 it was agreed for the Clerk to feed back the results at the next meeting.
•11 Notice Board Pond Farm
Thanks were extended to Andrew Morris who had made the new Parish Council notice board. Chris Black will complete the new lettering on the notice board and will contact Patrick Harris at Pond Farm to discuss the installation of the notice board.
•12 Pond
a Disabled Access - Once the insurance had been finalised, the Parish Council will look into the possibilities of providing disabled access to the pond.
B Insurance - The clerk had been in consultation with Allianz Cornhill regarding the insurance of the pond. The insurance company's requirements for signage and inspections must be put in place. It was agreed to provide pictorial signage and for the clerk to clarify the regularity of inspections required.
C Ownership - The Clerk had tried to establish the ownership of the pond on the Land Registry web site, but as the adjoining properties were not registered land the ownership of anybody else other than the Parish Council could not be established.
•13 Standing Orders
The Clerk had contacted Bergh Apton Parish Council but as yet had received no reply.
•14 Play Area
a Weekly inspection - Chris Black continues to complete the weekly inspections of the Play Area.
b Lease of Land - The Clerk had received a copy of the Village Hall Constitution. The ownership of the land regarding the Play Area was not specified. Chris Black will contact the Village Hall Committee in order that the Constitution can be amended to include the ownership of the Play Area by the Parish Council.
•15 Garrick Field
The Parish Council had been in receipt of funds from the Trustees to the Garrick Field in order to provide much needed furniture on the field. The Trustees had generously provided funds for the new Goal Posts and their installation, litter bins, benches and their installation and for a managed project of weed spraying to be completed in the next season.
a Monthly Inspections had been and will continue to be carried out by John Lain.
b Litter Bins and Benches - The Trustees of the Garrick Field indicated that litter bins will be delivered soon to the Parish Council. The Councillors will consider various options for the provision of benches on the field and will report back at the next meeting.
•16 Other Matters for consideration for future agendas
No further matters for future agendas were considered other than those previously stated earlier in the meeting.
