ALPINGTON WITH YELVERTON PARISH COUNCIL
Meeting on Monday 3 September 2007 at 7.30pm at the Village Hall, Alpington
Minutes
Present : Sylvia Ford (Vice Chairman), Bob Debbage, John Lain, Jerry Davies, Kevin Gotts and Jack Taylor.
Also Present: Linda Gray (Clerk), Adrian Gunson, County Councillor, and 8 members of the public.
•1 Apologies:
Apologies were received from Chris Black (Chairman) and Sue Thomson, District Councillor.
Sylvia Ford Vice Chairman agreed to chair the meeting in the absence of Chris Black.
•2 Declaration of Interest
There were no declarations of interest.
•3 Minutes of the meeting held on 2 July 2007 that had been circulated previously. The minutes were approved and signed by the Chairman.
•4 Matters Arising
Gritting Routes, the clerk had written to the highways department requesting the gritting route in the village to be changed to include the School junction. Highways had agreed. A grit bin will be provided by the Parish Council for the school. When the siteing of the bin had been agreed by the Highways Department, Councillors proposed to authorise the Clerk to purchase a grit bin before the next meeting in order that the bin can be in situ for the coming winter. Proposed Sylvia Ford, seconded Jerry Davies and agreed unanimously.
Garrick Field Risk Inspection, had not been conducted by South Norfolk, but the Play Area had received two inspections. The Clerk had contacted South Norfolk to inform them of the mistake and they agreed to conduct the Risk assessment in October.
•5 Visit from the Poringland Safer Neighbourhood Police Team, Unfortunately, they were unable to attend.
•6 Parishioners Questions and Reports from the County Councillor and District Councillor
Football on the Garrick Field. Mr and Mrs Bream-Hardy attended the meeting to discuss the use of the Garrick Field for Football games out of the football season. Through out the summer there had been additional fixtures on the field. Mr and Mrs Bream-Hardy had experienced a number of problems resulting from the extra matches relating to noise levels, bad language and stray balls being retrieved from their garden. After a discussion it was noted in previous years the Goal posts next to the boundary were removed to keep stray balls out of neighbouring gardens for the summer months. This had not happened this year as new Goal posts had been erected. It was agreed the Clerk would contact the Football Club to discuss the nature of the extra fixtures through the summer and a way forward.
Adrian Gunson, County Councillor reported;
Poringland Library scheduled opening in Spring 2008 is not to affect the Mobile Library visiting the Village.
Speed Limit on A146, proposals to introduce a 50mph speed limit on the A146 between the Gull Pub and the junction past Highway Nurseries (travelling towards Norwich) had been revised to include the junction at the Slad.
Hobart High School pupils had received very good exam results this year placing the school 4th in Norfolk for High Schools.
Rural Post Offices, Rural Post Office consultation is at present being sought regarding their viability since the Vehicle/TV licensing and pensions had been removed.
Sue Thomson, District Councillor reported;
The Clerk read out a report Sue Thomson sent including the following points;
Investigation by the Boundary Committee relating to Norwich expanding its boundaries.
Neighbourhood forums, opportunity to promote small community projects within the wards. Suggestions for specific community projects, which up to £1000.00 would make a difference.
The travellers site at Denton is now vacant; the Council will clear the site and take a charge on the land. Plans to sell the land and use the revenue raised to offset the expected £50k clean up costs will then be implemented.
The Environmental Health Crime Team in house street cleaning contract is underway. To report all environmental problems including non collected bins, fly tipping etc please ring Freephone 0808 168 2999.
•7 Correspondence: Tabled Separately
Rospa Play Area Training Course to be attended by Chris Black and Kevin Gotts. Councillors agreed payment could be sent by the Clerk before the next meeting. Proposed Sylvia Ford, Seconded Jerry Davies and agreed unanimously.
Tree Warden, the clerk had received notification of a new Tree Warden who will be invited to attend the next Parish Council Meeting.

•10 Standing Orders
Stuart Chaplin of the NCAPTC had agreed to meet with Councillors to clarify any points after the Standing Orders had been reviewed. Councillors reviewing the Standing orders were Chris Black, Jack Taylor and Jerry Davies. The Clerk will issue each a set of Standing Orders
•11 Pond
a Fortnightly Inspections, Jack Taylor agreed to conduct the inspections. After a discussion the new check list was agreed with an amendment to include a check on the railings.
b Signs, the Clerk presented Councillors with two different proposed signs. After a discussion Councillors agreed on a design. One sign was to be ordered along with a post. John Lain proposed, Jack Talyor seconded and agreed unanimously.
•12 Play Area
a Inspection, Chris Black is no longer able to inspect the Play Area and has passed the role on to Kevin Gotts.
b Maintenance of fence, Kevin Gotts is unable to maintain the fence around the Play Area. After a discussion Councillors requested the Clerk to contact Kevin Parfitt for a quote for this maintenance. Proposed Sylvia Ford, seconded John Lain and agreed unanimously.
c Bark Top up, prices provided by the Clerk were discussed. Kevin Gotts will look into this further and report back at the next meeting.
d Youth Shelter, it was agreed to include this on the next meeting in order that a way forward could be discussed in full.
•13 Garrick Field
a Monthly Inspection Report, John Lain has agreed to carry out the report.
b Annual Inspection by Councillors, Sylvia Ford along with John Lain, Chris Black and Bob Debbage will conduct the report shortly and bring their findings to the next meeting.
c Japanese Knotweed eradication, Norfolk County Services had sprayed the area on the Garrick Field but are required to return for a further treatment. John Lain had erected an orange fence around the knotweed to keep the area contained. The Clerk to contact NCS.
d Benches and litter bins, Councillors had reviewed the benches available from Gladstones and agreed on two, Brown Enviropol Phoenix benches with arm rests. Proposed Jack Taylor and seconded Kevin Gotts, agreed unanimously. The Clerk will order and look into installation costs. The Clerk will circulate brochures for litter bins to be discussed at the next meeting.
e Tree Survey, a survey on the ancient oak had been undertaken, the outcome of the report, when it is received will be discussed at the next meeting.
