MINUTES of PARISH COUNCIL’S MONTHLY MEETING

Note - Greenwood Close

 The minutes are correct but the work planned for Greenwood Close is not drainage work but to apply a bituminous slurry seal to the surface of the existing footway.  Unfortunately a start date for this scheme is not known at this juncture, but the aforementioned work will be carried out between April and September 2007.


NOVEMBER 2006


  Minutes of Ashwellthorpe & Fundenhall Parish Council Meeting 21st November 2006.

  Present: Mr B Duffin (vice Chairman), Mr P Muskett, Mrs L Preston, Mr G Kelly, Ms L Carter Mrs S Burton (Parish Clerk), Mr R McClenning District Councillor

 Apologies: Mr H Smith (Chairman), Mrs C Bushell

 Minutes of previous meeting: These were approved and signed By Mr B Duffin.

 Matters arising:

1.     NRCC: Affordable Housing presentation by Mr Mike Cramp, Ms S Burton will contact Mr Cramp to arrange for the survey of needs to be undertaken.

2.     Enforcement Officer Mr M Borrows South Norfolk Council. A letter has been sent and reply received which is totally unsatisfactory and The Parish Council feels does not address the questions outlined in the initial letter of complaint to Mr Burrows.

3.     Knyvett Green play area, nothing further to report. Mr R McClenning suggested that the Parish Council write to SNC requesting transfer of ownership of the land to the Parish Council, as a measure to protect future developments of the Knyvett Green play area with in the Village.

4.     Nissan UK had been sent another copy of the Parish Plan and a letter confirming receipt has been received.

5.     The hedge opposite the entrance to Old Hall Close; the condition of the hedge being removed appears to be unsubstantiated and does not appear on any documen

  Planning Applications:

 ·        Mr M Rayner, Rose House, New Road, Ashwellthorpe.  Proposed extension to rear of house and new pitched roof over existing flat roof. This was approved.

·        Mr P Muskett Wood Farm The Street, Ashwellthorpe. Conversion of barns to residential use. This was approved.

·        Mr Cugnoni, 11 The Street, Ashwellthorpe.  Erection of 2 storey garage and single storey workshop. This was refused on the following grounds; the building is not in keeping with existing house, and the proposal plan is in the grounds of a listing building.

·        Mr D Reeder Wood yard, The Street, Ashwellthorpe. Erection of 1 dwelling. This was approved.

  Correspondence

 1. NCC – Mobile library timetable improvements- this was noted

2. SNC – Parish Council precept requirements – To be added to December Agenda

3. Saffron Housing – Open day at Saffron Housing Trust Monday 4th Dec from 12pm. – Mr P Musket took details

4. SNC – Green sheet Environmental Liaison Group- this was noted

5. SNC – Sale of dog waste bags- this was noted

6. SNC – Parish Council members allowances – this was noted

7. SNC – letter from Richard Carden Chairman of the Council, offering advice and guidelines for the elections for Parish Council next Year- this was noted

8. Norfolk Constabulary – Mobile police timetables for Jan – April 2007 – to be passed to Mr H Smith to include in the Mardle

9. NCC – Newsletter – this was noted

10. CPRE – Future developments have your say leaflet- this was noted

11. SNC – Minutes of meeting of Town & Parish Clerks held on 08/11/06- this was noted

12. Citizens Advice Bureau – Annual Report & Accounts - a donation of £50.00 was suggested to be brought up in December meeting

13. The Playing field – Newsletter- this was passed on to a member of communications committee

 E-mail Correspondence as circulated to all Parish Councillors by forwarding e-mails;

1. Breathing Places environmental funding programme deadline for applications 13/12/06- this was passed onto member of communications committee

2. District & Parish Council elections 03/05/2007 – this was noted

3. Vote for Wymondham – We Won! – this was noted

4. Devolution of powers from District to Parish.- this was noted

  Accounts

·        The balances of the accounts were noted as follows:

·        Current Account £190.51 

·        Business Premium Account £4309.71

·        Cheques were written out for the following:

·        Ashwellthorpe Village Hall £30.25   yet to be signed  

·        Ms L Carter £43.28 (for the Mardle)  yet to be signed

 Precept 2007-2008

This is to be decided on at the December meeting.

 Highways & Footpaths

(New hedge first reported spring 2005 and discussed further on site on 13-6-06)At a meeting with Mr H Smith, the area highways engineer, Gary Overland and NCC Planning and Transportation Officer from County Hall on the 19th October, the problems of the new hedges along New Road and Traice Road were discussed.The farmer has agreed to remove 50 metres of hedge along New Road from the centre of Traice Road but not to move any of the Traice Road hedge.

 Knyvett Green Play Area / Equipment.

Nothing further to report please see matters arising item no.3.

 Affordable Housing Survey

Ms S Burton will contact Mr M Cramp of NRCC to arrange for the survey to be undertaken.

 Communications Committee & The Mardle

Items that have been raised so far in meetings have been speeding traffic through the village of Ashwellthorpe, this raised several differences of opinion and it was suggested that perhaps it was tackled from a different angle of being a road safety group. This sounded better than a speeding and traffic calming group and would hopefully attract more community involvement.

A gardening club has also been discussed but was still in its infancy, with a request for some funding from the Parish Council. It was suggested this be discussed at next months meeting in line with the Precept requirements.

A free web site trial for 28 days was agreed, and will be set up and hosted by                            once again the issue of funding was raised and it was suggested that this also be discussed with the Precept at the December meeting.

 Property Inspections Report

 District Council Report:

Norfolk Fire Services are offering free smoke alarms, and will in certain circumstances also fit them in homes also. To obtain a free smoke alarm, simply contact the fire station at Hethersett.

Mr R McClennings’ book containing extracts and poems contributed by local people is due to be published at the end of November 2006 and will be available to purchase at £7.99.

Mr R McClenning attended a gypsy seminar recently and has given the Parish Council some facts presented to him by the gypsy community.

Energy surveys have been a success and are still available. It is also possible that there may in the future be some grants available for the purchase and installation of solar heating panels and wind turbines.

 Norfolk County Council Report:

Mr B Spratt was absent from the meeting

Mr R McClenning will arrange a visit to the re-cycling centre at Cosstessey, it was suggested that the members wishing to form a gardening club might also like to attend.

Minutes of Ashwellthorpe & Fundenhall Parish Council Meeting Held on Tuesday 17th October 2006 In Ashwellthorpe Village Hall

  Present:-      Mr H Smith, Mr B Duffin, Mrs L Preston, Mrs C Bushell; Mr P Muskett, Mr G. Kelly,  Mr B McClenning SNC Councillor (part time)

  Apologies:-     Ms L Carter, Ms S Burton

  Minutes of meeting held on 19th September

  These were taken as read and it was agreed that they be signed at the next meeting as the Minute Book was not available.

  Matters Arising:-

  1.    Mike Cramp re Affordable Housing - it was agreed that we should proceed with a local survey.

2.     SNC Enforcement Officer Martin Burrows - Mr Smith had written requesting details on the siting and use of caravans on domestic property.

3.     Knyvett Green play area - there had been no response from Steve Alien at SNC re the possibility of SNC taking over the running of the play area.

4.     Fundenhall village sign repair costs - Mr Muskett estimated these to be around £50.00 and asked that these be donated to Fundenhall Church repair fund. This was agreed.

5.    Nissan UK - Mr Muskett agreed to send them a copy of the Parish Plan.

6.    Hedge between the bridle path and the cottages which belongs to Mr Prior is overgrown.

It was agreed that this was another item for Mr Burrows to investigate. Mr Muskett agreed to investigate the conditions of the original planning consent and Mr Smith agreed to discuss the matter with NCC highways.

  Planning Applications

  1.    No 3 Old Hall Close - erection of conservatory. This application had been discussed between meetings and all were in favour.

  Correspondence:-

1.    NCAPTC re parish council chairman attending Buckingham Palace garden party.

2.    SNC re Town & Parish clerks meeting on Wednesday 8th  November.

3.    NCAPTC annual report.

4.    NCAPTC re AGM to be held on 4th November.

5.    Whitehall Plastics re advertising in Parish magazine.

6.    NCC - 'Get your community composting' information.

7.    NCAPTC - members survey - Mr Smith to complete.

8.    Norfolk Police Authority - public meeting 1st November at Park Hotel, Diss. Mr McClenning advised that he would be attending.

9.    NCAPTC - Norfolk Link magazine.

10.Green as grass.org - re grounds maintenance

11.Footpaths e-mail from Martin Weatherburn stating that he had met with Raz Woollacott, the new NCC Footpaths Officer, and that they had walked all the routes and listed the various problems and had discussed the installation of map boards. Mr Weatherburn requested that the Parish Council should now write to NCC re implementation of the agreed items. Mr Smith advised that he had spoken with Raz Woollacott who had informed Mr Smith that all was in hand. It was agreed that we would monitor the progress on these issues and write if there were any delays.

12.e-mail from Saffron Housing Trust stating that they had £25,000 available for village projects in their area.

Accounts:-

Poppy Donation - it was agreed that this should be £35.00. Mr Muskett questioned if APS Ltd had been paid £1937.50 for the printing of the Parish Plan. He was advised that a cheque No 1 00359 dated 16th August 2006 had been issued for the full amount. Mr Muskett agreed to contact APS Ltd to inquire if they had received the cheque and if so when it was received.

Accounts as at the end of September: -

Community Account £3919.19, Business Premium Account £3009.71

Parish Plan Account - it was agreed that this should be left dormant for the time being.

New Notice Board

As discussed at the AGM - Mr Smith agreed to investigate suppliers and prices.

The Mardle

As discussed at the AGM and the offer by Mr Robbie to edit The Mardle. It was agreed to leave matters as current until such time as there were any proposals from any action group established at the meeting to be held on the 24th  October.

Action Plan Meeting

Mr Smith questioned how the meeting was to be run and who would chair the meeting. Mr Smith agreed to put up notices about the meeting.

Any Other Business:-

1.    Mr Smith advised that Anglian Water had repaired the concrete marker posts outside Knyvett Green.

2.     Mr Smith advised that he had arranged a meeting with NCC Highways on 19th October to discuss several outstanding issues including the hedge at the junction of New Road and Traice Road.

3.     Property Inspection - agreed 29th October at 11.00hrs

 Minutes of Ashwellthorpe & Fundenhall Parish Council Meeting 19th September 2006.

 Present: Mr H Smith (Chairman), Mr B Duffin (vice Chairman), Mr P Muskett, Mrs L Preston, Mr G Kelly Mrs C Bushell, Mrs S Burton (Parish Clerk),

 Apologies: Mr R McClenning District Councillor. Ms L Carter


 MR MIKE CRAMP N.R.C.C:

Mr M Cramp gave a presentation to the Parish Council on the work that the N.R.C.C. undertakes to provide affordable housing for local people. (Please see attached notes)


 PARISH PLAN:

Mrs L Preston requested that the steering group from the Parish Plan be allowed to make a presentation at the Annual General Meeting on the 3rd October 2006 and put forward the following proposals to the Parishioners;

1.     To set up a working group to move the plan forward, possibly with smaller groups being overseen by a larger overall steering group

2.     To write to all interested parishioners and send a copy of the action plan with a personalised letter asking for cooperation and a personal invitation to attend the AGM.

 Minutes of previous meeting: These were approved and signed By Mr H Smith.


 MATTERS ARISING:

1.     Caravan at no.1 Council Houses Common Rd Fundenhall. The enforcement Officer had paid a visit to the owners, and has decided that no planning permission is required for the caravan.

2.     Affordable Housing, Mr Mike Cramp had already given his presentation.

3.     Highways had provided no response to date

4.     No. 11 The Street Ashwellthorpe Mr Cougnie, there was nothing further to report on the situation

5.     There had been no response on this issue to date with SNC enforcement officer

6.     Knyvett Green play area, there had been no response to date on this issue

7.     Norfolk Constabulary meeting Mr B Duffin had been unable to attend

8.     Mr Dring, the tenancy agreement had been signed and given to the Clerk for filing. An invoice needs to be raised for payment by Mr Dring for the sum of £700.00
