Ordinary Meeting (37/06)

10th July 2006 at 7.05 pm

The meeting was opened at 0705 with   :
1. Apologies: Mr. J. Poole,  Mr. G. Sallis               Absent: None
Then adjourned while Steve O'Brien talked about his work followed by Mr Ian Monson.
The meeting was re-opened at 08.07
2. Minutes of last meeting 8th May 2006 were read, agreed & signed.
3. Declarations of interest in items on this agenda.
None declared (David Stancombe's planning application already passed with no objections so there was no discussion about it)
5. Chairperson's report:
Public thanks were expressed to Ricky Price for installing the dog bin and Jeff Cook for erecting the sign for Back Lane.
Mrs M Rayson Giraldeau proposed an extra grass cut for the Village Hall & the Recreation ground just before the Summer Fete (19th August 2006).
This was seconded by Mr C Moss and carried unanimously.
People have been putting notices around the village but not removing them after an event, the newsletter will be used to inform people that the Council will remove them after a reasonable time.
The ownership of the War Memorial was discussed after a letter was received from British Heritage. The Council accepted responsibility for the upkeep but still haven't found out who owns it.
A notice will be included in the Newsletter mentioning the glass left around the bottle bank (rather than in it) & with school holidays about to start this is very dangerous.
The Foulden website is almost up & running so ideas for inclusion are requested.
Homewatch requested contact details, no Homewatch bulletins have been received recently. Dorrie will fill in details & send urgently.
Mention was made of high police presence at night recently. 
6. Correspondence.
The correspondence files for May & June 2006 were gone through in detail as not all Councillors had seen them (holidays etc.)
Mrs Rayson Girardeau & Mr D Stancombe volunteered to go to 5th Oct 06 workshop ‘Getting the best for your community'
£202.70 payment for recycling was received & special thanks were made to Mr C Moss for putting the pub's empties in there
Mobile Police Officer Team timetables are to go in Newsletter and on  notice boards.
7. Finance
Financial report attached, 1 change to it - an extra hire of the village hall was added (08/05/06, 22/05/06 & 10/07/06) making a total of £15.00.
Grass cutting cheque for £1200.00 was also agreed & signed.
8. Planning  (2 applications - no objections).
9. Reports
Mr A Marrs gave a report on the Recreation Ground,  there will be a public AGM on 31st July 2006 to discuss it.
Village Hall report attached also a precept.
ICENI report mentioned that funding for regeneration of Swaffham is almost depleted, they're doing the museum at the moment & the next project is the swimming pool if enough funds can be obtained. The change of date for Foulden Summer Fete will be in the next newsletter.
 Mr C Moss gave a report on the Street scene conference he attended and suggested the literature was passed round the Councillors.
10.Highways update.
Overhanging trees in Becketts End, Coldharbour Lane & School Lane to be looked into.
There are to be changes to directional signing for Beckett End Lane for HGVs to use Little Oak Lane.
Speeding in the Village was discussed & the possibility of a speed camera on a weekday late afternoon was discussed. Also children on illegal trials bikes & quads etc was commented on.
11.Public surgery.
FPC responsible for a walnut tree which has some branches leaning on top of the wall, Mr A Marrs will sort it out.
Mr D Stancombe also mentioned the Parish profile he recently got from the library was very old & outdated.
12. Date of next meeting.(11th September 2006)
The meeting closed at 1030 pm.
