Minutes 27th April 2009

MINUTES of the Parish Council Meeting held in the Windmill Room on Monday 27 April 2009 at 7.30pm.

 

Mr T Lidstone-Scott chaired the meeting with Councillors: 

P. Bell, M. Crowe, J. Johnson, J. Marchant, I. Summons and R. Hunt.

 

Apologies were received from District Councillor Robin Combe.

 

There were no members of the Public were present.

 

The Minutes of the meeting held on 16 March 2009 and the Planning Meeting on 31 March 2009 were approved and signed.

 

Matters Arising

There were no matters arising.

 

Planning

Appeal – Erection of single-storey dwelling at The Old Fire Station, Foulsham Airfield, Foulsham Road.  The Appeal was refused.

 

Finance

The Clerk presented the Accounts to March 31 2009.  These were discussed and agreed.  Proposed by J. Johnson, seconded by J. Marchant.

The yearly contribution towards the upkeep of Wood Norton Churchyard.  The Chairman asked for this to be deferred to a later date for more investigation.

Norfolk Rural Community Council subscription £15. Proposed J. Marchant, seconded P. Bell.

Clerks Expenses, these were approved.  Proposed J. Marchant seconded I. Summons.

Allianz Insurance premium for the year has seen a small increase this year to £333.29.  This was proposed by P. Bell and seconded J. Johnson.

Rental Income for Surveyors Land.  North Norfolk District Council has contacted the Clerk to confirm they will be looking for monies owed for the rent of this land.  There had been an administration error on their part.

Hawk and Owl Trust, Sculthorpe.  A donation of £30 was agreed in payment for a talk they will be giving at the Annual Parish meeting.  Proposed J. Marchant, seconded R. Hunt.

 

Correspondence

North Norfolk District Council (NNDC) Notification of forthcoming elections.

NNDC – letter regarding street name plates.  The missing ones will be replaced as part of a rolling programme.

NNDC – Fakenham Area Forum Tuesday 23 June 6.30pm at Stibbard Village Hall.  The Chairman and the Clerk will attend.

Norfolk County Council (NCC) Validation of Planning Applications – Local list of requirements – consultation.

Letter from Spinal Injuries Association informing us of a fund raising event.

Leaflet from the Fakenham Safer Neighbourhood team.  A reminder of their contact telephone number for any enquiries is 0845 456 4567.

Campaign for Rural England (CPRE) – Help clean up Norfolk weekend 1 & 2 June. A discussion then followed regarding fly tipping on Twyford Lane.  The Clerk will do some investigating.

Letter from Equality and Human Rights Commission reminding us of our Public Sector Duties to pay ‘due regard’ to race, gender and disability equality.

Stalham Town Council querying NNDC process into the Local Development Forum.

 

Any Other Business.

J. Johnson queried if there had been any further development with the land at The Pyghtle, there has been none.

P.Bell reported there is a pothole on Rectory Road.  The Clerk will inform Highways.

It was reported that there appears to have been further works at a property on Rectory Road.  Also there was a caravan that looked as though it was permanently at Four Acre Farm, it is not known if this is lived in.

 

The meeting closed at 9pm.

 

Date of next meeting will be the Annual Parish Meeting– Monday

19 May 2009 7.00pm at the Village Hall.

There will be a speaker from the Hawk and Owl Trust at Sculthorpe Moor.  Everyone welcome.
